ICAS KNOWLEDGE MANAGEMENT (IKM)
Governance is a vital component of the ICAS Knowledge Management Framework. Without governance, there is no assurance that the Knowledge Management system will ever be used.
The three main elements of Governance, as applied to Knowledge Management, include the following below.
A set of clear corporate expectations for how knowledge will be managed in the organization, including accountabilities for the ownership of key knowledge areas, and the definition of corporate standards or policies for Knowledge Management. Within a project, the expectations are set by the Knowledge Management Plan.
Performance management of ICAS including monitoring and measuring the application of ICAS through the use of ICAS metrics linked to reward and recognition, to make sure that people are delivering on their accountabilities, and applying the system in the way that they are expected to, to identify the need for new interventions to improve the ICAS system, and to ensure a continuous improvement in the ability of the organization to manage strategic knowledge.

Technology has long been an enabler for Knowledge Management. Technology alone cannot deliver successful knowledge management, but knowledge management in any but the smallest organization will need technology.

• Knowledge Management Framework design
As Knowledge Management has evolved over the last two decades, the need for an integrated Knowledge Management framework has become apparent. With a Management Framework, KM can take on the aspects of other management systems, and be made part of normal business, rather than relying on a disparate set of tools.

A Knowledge Management Framework ensures that all necessary KM elements (Accountabilities, Processes, Technologies and Governance) are in place, and interconnected. This ensures that there are no gaps in the system, and that knowledge flows freely through the organization.
• Knowledge Management Framework Method
When building a Knowledge Management Framework, we have to make sure that we cover all of the components – all of the interlinked items – which need to be in place for knowledge management to work. We build the framework as a matrix, and to take a well-established knowledge management model for each axis of the matrix.
The current state of the Knowledge Management Framework elements is mapped during the Knowledge Management Assessment, and in addition we use our wide experience of successful Knowledge Management companies to recommend, based on the assessment interviews, what we would recommend to be the most appropriate Knowledge Management Framework elements for your organization. Governance Statistics (IKM)
ICAS welcomes the publication of the Handbook on Governance Statistics by the Praia City Group established under the auspices of the UN Statistical Commission. ICAS wishes to recognize Cabo Verde’s National Statistics Institute and all the national statistical offices and organizations, including civil society organizations, who participated in or supported the development of the handbook. OHCHR took part in this collective effort, leading in particular the work on the crosscutting chapter on human rights and on the specific chapter on non-discrimination and equality. As underlined in the Handbook, internationally agreed human rights standards provide a common and normative underpinning to the definition of governance statistics, as well as to data governance itself, upholding human rights in data and statistical processes.
ICAS strongly encourage further cooperation between national statistical offices, national institutions and other relevant stakeholders, including civil society organizations who represent or work with the groups who are left behind. ICAS plans to continue participating in this effort and engage further in the measurement of civil, cultural, economic, political and social rights. Better measurement of governance will help achieve the sustainability, and their declared objective to realize human rights for all, without discrimination.
Measurement and Implementation
This publication aims to assist in developing quantitative and qualitative indicators to measure progress in the implementation of international socials norms and principles. The Guide describes the conceptual and methodological framework for indicators recommended by international and national mechanisms and used by a growing number of governmental and non-governmental actors. It provides concrete examples of indicators, and other practical tools and illustrations, to support the realization at all levels. The Guide is targeted at advocates as well as policymakers, development practitioners, statisticians and others.
Assessing the Effectiveness of Governance
This publication is designed to assist Institutions to measure their own effectiveness. It was prepared through a participatory process involving establishes measurement benchmarks and indicators for the compliance of national institutions with the Paris Principles. The publication first presents a set of benchmarks as the minimum normative condition that is desirable for a national institution to achieve its objectives. It is followed by a set of indicators, both quantitative and qualitative, to demonstrate progress achieved publisher. These indicators of performance and impact are intended for a organizations to be able to assess the governance situation, its own performance and the impact of the institution on the enjoyment the achievements
